Written By: Poverty, the state of one who lacks a usual or socially acceptable amount of money or material possessions. Poverty is said to exist when people lack the means to satisfy their basic needs.

In this context, the identification of poor people first requires a determination of what constitutes basic needs. Drawing on research from sociology, social welfare, political science, and public administration, Disciplining the Poor is a rare book that marries multiple disciplinary traditions with robust empirical analysis in pursuit of a timely and politically relevant goal.

The book opens the doors for much new research on the market functions of the welfare state, the racial origins and implications of poverty governance and the complex interplay of welfare and penal systems as disciplinary.

Two studies compare countries internationally before and after implementing social welfare programs.

Using data from the Luxembourg Income Study, Bradley et al. and Lane Kenworthy measure the poverty rates both in relative terms (poverty defined by the respective governments) and absolute terms (poverty defined by 40% of United States median income). International relief bodies, such as the Red Cross, and agencies of the United Nations, such as the World Health Organization (WHO) and the United Nations Children's Fund (UNICEF), provide social welfare services throughout the world, especially during times of distress and in poverty-stricken areas.

Both acknowledge the gendered nature of the state—with Wacquant focusing on the penal turn as a “(re)masculinizing of the state” (15), and Soss, Fording, and Schram mentioning the way shifting gender norms formed the backdrop to changes in poverty governance.

Neither book, however, centers gender—or the intersections of race, poverty.
